The Pančevo Police Department informed the National Preventive Mechanism (NPM) that, following the recommendations, it informed the Ministry of the Interior about the condition of the cells for police custody within its organizational units and proposed planning of funds for the adaptation of cells and improvement of video surveillance. The Police Department currently has cells only in the police station in Pančevo, which are in good condition, but the fact that there are seven police stations and several other police branches within this Police Department makes treatment of citizens under police custody to be more difficult. Also, the Police Department informed the NPM that it will seek to provide adequate space for the storage of temporarily seized objects.
The Police Department corrected the observed deficiencies and improved the treatment of detained citizens, since the starting time of custody is goning to be in accordance with the legal provisions and the receipts of delivery of information about their rights are made. The records of detainees were also improved, by recording the time when a close person of the detained citizen was informed about his deprivation of liberty and possible remarks by the citizen on the actions of police officers.
On the other hand, the police officers of this Police Department will continue to be present at the medical examinations of arrested and detained citizens and to handcuffe all citizens who are transported in the police vehicles, until the change of corresponding provisions of the Instruction of the Minister of the Police, by which such treatment is expressly prescribed.
On July 21, 2017, the NPM visited three police branches within the Pančevo Police Department, in order to monitor the acting upon recommendations previously issued by the NPM and the European Committee for the Prevention of Torture (CPT). Report was made about the visits, in which the state of affairs was identified and recommendations were made for the elimination of the observed shortcomings and further improvement of the treatment of the citizens.
