The Institute should make more efforts to inform newly arrived prisoners about the manner in which their rights are exercised and their obligations, it is stated, among other things, in the Report of the National Preventive Mechanism (NPM) on the visit to the Padinska Skela Penitentiary-Correctional Institute, during which it monitored the acting of the Institute upon earlier sent recommendations.
The NPM noted that the Institute, acting in accordance with the recommendations, used the paravens to separate the shower areas in the common baths, in order to ensure the privacy of the prisoners during showering, and that it installed canopies in the sections for the outdoor exercise, in order to protect prisoners who are out for a walk from precipitation. On the other hand, it has not been acted upon the NPM recommendations related to the improvement of treatment of transgender persons.
NPM visited Padinska Skela Prison on December 21, 2017. The visit Report was submitted to the Prison and to the Administration for the Enforcement of Criminal Sanctions.
