National Preventive Mechanism (NPM) visited the establishments in city of Vršac where persons are or may be deprived of their liberty on Thursday, 15. December 2016.

Divided in several teams, NPM visited the Police Station, the Regional Border Police Centre towards Romania, the Department of the District Prison in Pančevo located in Vršac, Special Hospital for Psychiatric Diseases ''Dr Slavoljub Bakalović'' and Gerontology Center.

The visit to the Police Station, which is part of the Police Department in Pančevo, had a special purpose of monitoring of acting on the recommendations made by NPM after the visit to the Police Department in Pančevo and police stations in its structure in 2013, as well as monitoring of how police officers are treating migrants and asylum seekers. Also, the visit to the Special Hospital for Psychiatric Diseases focused on monitoring of the acting on the recommendations made by the Committee for the Prevention of Torture and Inhuman or Degrading Treatment or Punishment (CPT) to the Government of the Republic of Serbia after the visit to this institution in 2015.

Officers of the visited establishments achieved full cooperation with NPM, allowing it to freely carry out its duty. The officials provided the requested informations and allowed NPM teams access to all premises, insight into documentation and interviews with the persons, by teams choice.

NPM conducted visits on 08 and 09 December 2016 to the Subotica and Sombor Reception centres in order to monitor the treatment of migrants, as well as the conditions in which they reside. On that occasion NPM team also visited the border crossing Horgos and Kelebija and Correctional Institution in Sombor.

The National preventive mechanism visited Principovac, Šid and Adaševci Reception Centers for migrants on 02. December 2016, for the purpose of monitoring the treatment of migrants and the conditions in which they are staying. The emphasis during these visits was on underage migrants, so the part of the NPM team was the representative of the Department of Children's Rights in Protector of Citizen's Secretariat.

NPM team visited the border police station at the Airport ''Nikola Tesla'' on November 17th, 2016 and interviewed there a foreign citizen who was placed in the holding cell in the transit zone of the Airport after he has been denied entry into the Republic of Serbia.

NPM during the three-day visit, from 08 to 10 November 2016, visited collective centers in Presevo and Bujanovac, as well as the Police Department and the District Prison in Vranje, Regional center of border police towards Macedonia and the Center for Social Work in Presevo. The aim of these visits was to monitor the treatment of migrants and asylum seekers.
