On 20 December 2017, the National Preventive Mechanism (NPM) made a visit to the Belgrade District Prison, during which it monitored acting on the recommendations sent after the NPM's visit to this Prison in 2015, as well as the recommendations of the European Committee for the Prevention of Torture and Inhuman or Degrading Treatment or Punishment (CPT) from the Report on visit to Serbia carried out the same year.

On the same day, the NPM made a visit to the Belgrade Special Prison Hospital, when the current situation in this institution and the issue of mechanical fixation of patients were considered.

b_280_0_16777215_00_images_slika-pcelice.jpgOn December 8, 2017, the National Preventive Mechanism team visited the Institute for accommodation of adults ''Male Pčelice'' in Kragujevac. During the visit, treatment of the users and the conditions in which they are staying were monitored, with special attention being paid to the manner of application of means of restraint. One of the reasons for the visit was the Human Rights Day, which is celebrated annually on December 10th.

NPM visited all the pavilions for accommodation of users, as well as other facilities within the Institute, and in the open talk with the management the issues of accommodation, treatment, health care and other living conditions of the users were discussed.

The employees of the Institute accomplished full cooperation with the NPM team and enabled it to smoothly fulfill it's mandate.

The National Preventive Mechanism made the unannounced visits to the centers for the reception and the care of migrants located in the north of the country. During the two days, November 21. and 22. 2017, reception centers in Kikinda, Subotica and Sombor were visited. At the same time, the Team visited the border crossings towards Hungary Horgoš and Kelebija, in whose immediate vicinity, along the border line, there were informal camps in which migrants were waiting for their admission to the Hungarian authorities.

Staff of all visited institutions extended the Team all the informations it required, provided it with access to all premises, perusal to the documentation on request and the opportunity to interview the migrants of its choice in private.


On October 20. and 23, 2017, the National Preventive Mechanism team visited the Novi Sad District Prison, the Veternik Residential Facility and the Adaševci and Principovac Reception Centers for migrants. These visits were conducted within the "Ombudsman Days", which took place in Novi Sad and Šid.

Within the "Ombudsman Days", held on October 16. and 17. in Bujanovac and Niš, the National Preventive Mechanism visited the Bujanovac Reception Center for Migrants, the Niš Police Department and Prison and the Gornja Toponica Special Hospital for psychiatric disorders.

Officers of all visited institutions cooperated with the NPM and enabled it to fulfill it's mandate.
